I don't know. I guess it's possible that the devs only implemented the German text blocks for 1944-45 (entries 265 - 266). But I thought I had checked this. Either way, the text is there in the file (I just checked it), and if it doesn't show up, I suppose it has to be a hard coding issue. I'm not going to worry too much about it, since it won't cause any real problems and having 1944-45 open is more important. If it's a bug I can fix I'll definitely fix it though, but I can't see anything wrong with the entries.
Is it RUb 1.44 you're talking about, or Flotilla 1.44? The texts don't exist in Flotilla1.44 because of the conflicts with other stuff in the file (the stuff that causes players to avoid RUb - hull integrity notification etc.). You can enter your own texts into the en_menu.txt for this. RUb uses the following:
265=The Battle of the Atlantic is looking grim for U-Boats. Allied hunter-killer groups and radar-equipped aircraft are turning the Atlantic into a killing ground. Our only chance lies in new technology. The new electro-boat may be the last trump of the Kriegsmarine.
266=The U-boats are yet undefeated. Our land forces are in retreat. However, one last determined battle beneath the waves may be all that is needed to turn the tide and cut the Allied supply lines. With the new Electro-boat ready for deployment nothing is impossible.
