Forgot which file to change deck gun use

Can some one remind me what file I go to to change storm level settings to allow deck gun in wind speed 16.
I did it for my IXC sub but I want to change it for my IXC/40 and have forgoten which files to go into.

I want to be able to man the deck / AA guns at all times
After the community set up another whining campaign the dev-team included a tweakable parameter (available in patch 1.4b) for this.
