Replacement Crews

Has anyone ever figured out how the replacement crewmen are selected from CrewMembers.Upc?

it seems that the in-port availability gives the appearance of being somewhat random in that there are officers, CPO's, rates and non-rates to choose from, but not..so, how are THEY selected?

i can find neither a pattern to the selections nor any kind of mapping buried in one of the files.
