Noob problem with adding AA gun
 

I would like to install an AA cannon on top of the Kilo conning tower - Project 636.
Unfortunately, I can't start the cannon so that it rotates and you can shoot it. I also can't add a crew member to handle it.
I am looking for someone who can help me
