What constitutes an important radio contact/opportunity radio contact

quick question for you all and i'm ashamed i don't even know this myself yet but what is a convoy regarded as? an important radio contact or an opportunity contact in the contact.cfg file? what about Task Force's? i'd like to know so I can edit it where only convoys and task force's get radio reported to me within 200 km of my position and no further.
