Can't load more than 4 torpedoes?

Title pretty much says it. In campaign when I'm in port i can only load weapons into the torpedo tubes. I can't load anything onto weapon racks, limiting me to a grand total of 4 weapons between visits portside. Anyone know why this is happening?
