Does anyone know of or is there a Shortcut key stroke to access the game OPTIONS where the Sound and Video settings are ... thanx

As far as I'm aware you can only access them when in the main menu unfortunately.

No big deal, I was wondering if there was another way. I have SHIII on 3 computers and on the one I get the " Can not initiate the 3d Engine" Not sure why but I've tried several remedies with no luck. But it only takes 1 additional step anyway and the game runs just fine. I was just have'n a few beers wait'n for our big snow storm and started messing with it, but no luck and again no big deal. The only thing I haven't tried was to delete 2 video files when the game starts, but I can't remember what they were, because it was so long ago.
