Torpedo running under ship in rough waters.
 
In rough waters I have issues with torpedoes running under the ship. can't figure it out.

I'm using GWX, h.sie, and steibler patch. torpedoes work fine normally but in rough weather conditions I just can't seem to get them to work right. Any help?

It’s normal, in rough sea the ship is following waves height...and can be meters too high in regard of your torp at the impact instant.
Best is to set torp depth quite high to counter this.
Keep in mind your torp is running straight without following waves...the ship is following waves!

On side note, using Hsie torpedo fix option, torp can be way off too low (quite often in fact - too often to me, that’s why i don’t use this option)

In high seas I set my torpedoes for 4m, Abominable. I disregard the draft of the ship, and just go with 4m as a blanket rule.

You could maybe even go to 3.5m if you liked, but I've never had a problem of any kind at 4m. Even then, the hole created can be quite high up the hull, so I'm probably not getting the full flooding effect, so with that in mind I don't go shallower than 4m.

Your torps aren’t running under the ships... the ships are rising with the swells of the sea.

Attacking in harsh weather was a factor for u-boat commanders. Should you attack... or wait out the storm?

You can set the depth on your torps to ride shallow but the kinetic energy of the sea will cause premature detonations!

Depending on the setting of the h.sie patch, malfunctions of the torpedoes will be simulated, based on the hight of the waves (measured by wind speed in m/s). If set too high/shallow, the waves can knock the torpedoes off track. Also, if attacking a ship with a smaller draught, the torpedoes can in fact, run under the ship, as it is lifted up by the waves.
