Does Silent Hunter III still require the 1.4b patch?

Hello I purchased Silent Hunter III on Steam (long ago but never got the chance to play it) and I'm eager to get into modding the game the only issue is.. I'm not sure whether or not game is automatically downloaded with Patch 1.4b or do I still require it? If anyone would be willing to help me out I would be very grateful, thank you!

Locate the sh3.exe file. Click RMB properties, version details ...
It says SH3 version 1.4.0.1
This is 1.4b

I’ve gone and checked the Silent Hunter III executable and indeed it states that the game is version 1.4! Thank you very much!
