I don't think that SH5 has any dedicated tool for crew dialog, as far as I know. All dialog scripts are set in "data\Scripts\AI\Dialogs_***" and also in "data\Campaigns\CampaignProjects\[campaign name]\Scripts\AI\Dialogs".
