Kiel Time Compression Issue-FIXED

(Slaps forehead) disabled "Enable TC1 on message box messages". Fixed that.

Reload TWOS on to another drive and added mods I used on previous install and everything looks fine but leaving Kiel I cannot get the TC to go above 1. Did not have this issue with previous install. Not using Travel Mode. I know I'm mission something obvious but can't see it. Is there a setting in the OptionsFileEditor that needs changing? Thanks!

That is normal. TC drops to 1 in the vicinity of ships and especially in harbors. TC 64 when ships are near is max when at sea.
