How to get new officers?
 

Ahoy skippers!

So .... I currently have 7 officers (1 I rotate thru HQ missions, 1 I keep on board my Uboat). Looking to get a 2nd officer so I can keep taking 2 HQ missions at a time, but the recruiting officer seems to have run out.

I saw a video that this "bug" is fixed by taking a mission to another port. But the only port mission I am getting in the last 4 patrols is to LaSpezia. Tried that 3 times and .... holy Uboat movie...those DD's are relentless and numerous.

So question.... is the "go to new base" mission from BdU random? And I am just very unlucky...or am I screwed?
