Please explain these ui elements on the crew
 

When a leader is highlighted and his name is displayed, can someone explain what this UI items mean?

1) The black line above his name
2) The partial blue line below his name
3) The four green blocks below his name
4) the gray line below his picture in the bottom right of the screen.

I would appreciate it if someone could inform me or point me to a post I missed that explains these.
