Hello everyone, I want to ask why friendly ships in the harbor do not have cannons? Do not know where the bug is? Thank you for your help

Are you talking about "all ships" destroyers, other warships, subs, Merchantmen?

Or are you talking about the Tirpiz at Williamshaven? If that's the case, it's because it's under Construction 1939 - 1941(ish) and the guns haven't been mounted yet.
