missing movietex.act and error 1628
 

Hi guys, i keep on trying to install SH3 and everytime the installation completes, i get error 1628:failed to complete installation and then when i go to the .exe to launch the game, it says that movietex.act is missing. I have tried reinstalling and it had both same errors. Are their any solutions? Im on windows 10 too.
