Starting loadout

I didn't find this with a quick search so hopefully I'm not starting a duplicate thread, but can someone point me the right way to modify the default torpedoes loaded for a given boat before the start of a mission?

Before a mission or at campaign start? For campaign start loadouts you have to go to the individual vessel files.

It's possible to rearm every boat befor you go on your first mission in the campaign
