Surface transparency?

Any ideas if or how the surface can be made transparent? Not really a big deal, I suppose, but it is kinda sad not to see the shadow of the sub when at periscope depth.

The water system we use technically has such a functionality, but I could never get it working correctly within our game world.

Can the water color be altered? I always like my water a little bit more green.
