How and where can I get this Cold Waters game without a internet connection???
I use the local library to check my email but can't download anything there.

As far as I know, there is no other way.

Find ColdWaters.exe and then make a link at it.
For me works, no Internet connection required :)

Problem is he can't download the game to begin with, due to lack of internet connection.

Well, I guess that stops me from progressing in this series. No CD version means no updating.

Maybe one of the devs is kind enoug to send you a USB stick with the game when you pay.

I believe you can have someone backup the game to a CD but you would still need Steam to restore it. In this case you would still need the Internet to login to Steam to buy the game. Also it would be kind of pointless with all the updates the game gets... The CD version would quickly become outdated.
