What crew skills to upgrade first?

Hi all.
Can I get some suggestions as to what crew skills I should upgrade first and why?

Torpedo man( fewer duds) and radarman(finding targets) first; and Olaf the cook next as his special meal moral helps the crew generally perform better.:Kaleun_Wink:
