Riddle me this: impact good vs lesser NCO surprise
 
Observe screenshot below. I've put a high rank NCO with very good M/E/R to rest, yet in red oval you'll see he has only little impact on the watch tower:

Now observe the next link below. I've put a low rank NCO to rest with lesser M/E/R yet his removal from the watch tower has a far greater impact:

Please explain.

No one? Simple truth might be that this concept of Morale, fatigue and resilience is broken.

In the first screenshot you still have an NCO watchman on the bridge and all the watch slots are filled. In the second there is no NCO watchman on the bridge, just a Flak gunner. I can't tell if an officer is present, if not that will reduce the overall effectiveness of the watch crew hench the reduction of the green bar.

I have always an NCO on the bridge. They all are "watchman" qualified. The officer is always present. Everything is equal except that the high ranking NCO (with 3 qualifications including watchman) has less impact compared to the low ranking NCO. And that is weird.

EDIT SOLVED for now: the high rank NCO has three qualifications. However, the first two don't work. So I've changed the order of qualifications so the Watchman star is the first. Now he has a much higher impact as it should be.
Also, after experimenting more, notice the qualifications or the ranks do not matter on the flak gun. Also, the three qualifications do work for officers!

The Watchman with the 3 qualifications must have the main qualification in position 1 to be department effective.

SHIII did some things that are OK with crewing.

Yet, they still didn't understand that the hydroplane station isn't occupied during surface operations. And that is only one example.

The Navigator is not an officer but senior enlisted.

The fatigue model is not something very useful. A crewman is fairly qualified from Baltic workups and the school. The idea that one would get tired during their watch may happen once. Then there would be a very negative conversation with the next in line Bootsman or the Chief Bosun before it even got to the watch officer. Then, suddenly, next watch, that person isn't so tired and gets through their watch. That and peer pressure.

So, I get it that they put fatigue into the game. Very commendable. But....poorly executed.

So, don't expect much from it. Enjoy those things in the game that are really good.

All that fresh, salt air and wind...

Bet way to deal with fatigue is to just turn it off IMO.
