I think it happened before, but not in a long long time. I finished off a convoy off Osaka and went to saipan to refit. Its flying an anchor sign. Went into saipan bay and refitted all my torps, then began to be shelled from the japanese ships still in the harbour!!! :doh:

RSRDC and add ons

"Plain" RSRDC, but you've added mods on top of it then? Which ones? Those might be the issue...

I'd recommend activating RSRDC after TMO. It could be making changes to bases and shipping that are being over-written by TMO. I don't see the other mods you have installed affecting thsoe files. Maybe try...

RSRD_patch

in that order.

Other than that you could go in submerged and surface at night for a "secret" refit. ;)
