Spanish Harbor for U-Boats?

It's been a long while since I played this but I'm almost certain that I once refit in a Spanish harbor. Can someone advise if that's in a mod or the base game or just in my imagination?

I mentioned it to another gamer and they're pretty well certain that it's NOT in the base game.
