The definitions (file names) for the fonts in SH4 are found in ~\data\menu\menu_1024_1068.ini.

Note that these are not truetype or normal font formats, so you're stuck with loading up the files and trying to see how they work. If they could be switched from tga to dds file types they would render more quickly and use less memory.

Modding menu_1024_768.ini is a pile of trouble because it contains parameters for just about everything in the game. You would have to produce a mod for every configuration of SH4 in existence for your mod to be any use to anybody. Your best bet would be to come up with files that match the metrics and names of the existing fonts and release them so your mod just replaces the font files themselves. That would be a nightmare because then it would be difficult to tell your modded files from the originals. But many mods have that problem and we mostly can live with it.

In short, rather than use long established Windows routines and font formats, the game devs elected to reinvent the wheel, resulting in a mess.

No problem. In theory it's not difficult, just byzantine. All the files pretty much explain themselves. White letters on a transparent background are a bit strange!:03:
