I think that's part of RSRDC. There are a lot of ships in the campaign, but they are scripted into particular convoys, and not strewn about randomly everywhere. Anyway, that is what I've read.

In the early part of the war, I've often found it hard to locate ships because much of IJ shipping is in invasion forces, so normal merchant traffic is not abundant.
