I have seen this in a couple of supermods starting with GWX.

This one is from MaGui Final.

What is it and how is it used?

In the MaGui Final archive have a folder:
\Tutorials-Notes\Tutorials-The ''broken'' TDC Attack Methods\Tutorial 2-- The Straight Shots\
Look there for the answer.
