Orders Bar inactive slot

Greetings modders,

How can I make an orders link active if it is blanked out when I load a surface ship mod?

Basically it's the deck gun I can't access.

I don't sail these big warships that people make 'playable'.

Do you have one of these warships 'working' with the slot enabled? If so maybe the differences between the two mods will show you how to enable the slot. That's all I have : )
