Why tambour as new command in sept '43?

Hi! I'm newbie to SH, playing SH4. I'm familiar with mods (using JGSME from IL2 Sturmovik). I'm using sh4+u-boat missions pack+TMO+RSRP+patch+traveler mod. When offered new command (new sub) after the mission it is always a tambour class. Currently, I am in september 43, was offered tambour class (balao expected). My patrol ratings were very good (good and above). As I can remember, TMO offers better sub as new command and upgrading conning tower.

Can someone help me? Thanks.

you need to install tmo small patch right after tmo

Thanks! Obviously I somehow missed small patch. Would it be necessary to start new campaign after putting in the TMO patch?

I thought RSRD overwrites that the TMO patch? Dealing with flotillas and such.
