Olny 27 crews in VII?

I find there are only 27 crews in boat,,would it should be 42-46 crews?

cleaning torpedo tubes from inside... If you cant find them then you
probably made some merchants attack recently...

They kept the number down to make it easier on the video card, and to make it so you can walk through the boat. Notice the crew don't move out of your way; you have to go around them.
