To be honest, I think any form of action designed to bring destruction, death and chaos to an area, no matter if it be a city, a town or a village, should be classed as an act of terror and treated as such. If you go into a cafe with a gun and start shooting at people, you're a terrorist, it doesn't matter if you're white, black, Muslim or atheist, you deliberately set out to bring terror to the populace, and thus you are a terrorist.
