I do not think that word means what she thinks it means. :(

Here in the US, some jurisdictions use the term "terroristic" to denote any criminal activity intended to instill fear of injury or death in a victim. In some areas, the term is quite old, predating 9/11 and was used to combat criminal gangs. It is also used to fight against crimes such as stalking...

"Terrorist" is now the go to word when filling in the offense blank on shady indictments and arrest reports.:-?
