Decoy not available
 

I'm not running TMO, RFB, or RSRDC, but I've been getting this message too often lately. What's the story on this? Is there a limited amount of decoys sometimes? Or time limit? Anyone know which file affects decoys? I can't figure it out, sometimes you can pop out 3 or 4 decoys within 30 minutes, other times you pop out one and can never launch another for the limit of the engagement.
