I don't understand it either. Where did you get the files downloaded from? Did someone perhaps repackage it, and added a translated manual? Translating a manual isn't so bad, but it would make me suspicious of the installation files. As executing the mod installer requires giving administrator account priveleges on your system. Who knows what it might do to it.

Make sure you check the integrity of the file parts that you have with a program like Exactfile ( http://www.exactfile.com/) and compare the MD5 codes with those on that page. This program calculates a hash-string based on the bytes of the entire file that is (almost) unique. If they do not match with what you downloaded, then the download is suspicious.
Unfortunately the link for the official GWX 3 manual on the bottom of that pageis dead. (Cries foul at Filefront! :down: ) A bit higher up on the right side is still a download link for the manual, which excludes the background image in it. This makes it easier on your printer and pdf viewer.
