I just installed SH3 with the TGW 3.0 mod and after two patrols have not seen or heard a single other boat anywhere. I even parked the boat at the entrance to Brest for 3 days straight and saw nothing... What gives? Also, everything but the radio messages are in English, the radio messages are in French. Any idea whats up with that? I am about ready to just give up, obviously something is wrong with this thing.

Ok, got it figured out it looks like. There was a mod called "Black Sea campaign only" enabled in JGSME. I disabled this and now theres ships everywhere, lol.

Yeah that happens some times. You load the wrong mod up and it does something you didn't want to happen.

Do you have the Fix French mod enabled?

There is a bunch of add-on mods that come with GWX. Some of them should only be used under specific conditions. For example, GWX - VIIC41 Player Sub (which only affects the external boat graphics) should be activated if you are playing with a VIIC41.

Check the GWX manual. There is a description of each mod, including when it should be used. Some are obvious from their names (Black Sea Campaign Only), but others not so (GWX - Axis Mediterranean Aircraft Skins). The tendency is to take 'em all. (There are no "optional" rules!) But it doesn't work with GWX.

Pleased your sorted, you could enable the merged campaign mod which would populate the whole SH3 world but that puts more strain on your computer, more so if your resources are limited.
