Modifying the game and mods
 
What tool is used to modify game files and to look at existing mods. I am interested in learning how to make my own modifications.

For missions the SH4 mission editor is built in, just below SH4.exe is the executable for that. CFG, UPC, and several others are simple UNICODE and can be edited with notepad. For other files, Silent 3Ditor from http://s3d.skwas.com/

Be prepared to spend several months just learning to use the tools, and don't forget to make backup copies of any file you intend to hack. Better still use WinZip to zip up the entire SH4 main folder.

And .tga is just a image bitmap format used for all kinds of graphics. Most self-respecting graphics editor programs should know how to open it.

[EDIT]Whoops, I thought I was in the SH3 section. SH4 uses .dds files for graphics. Not so common as .tga, but again most bigger graphics editor programs should know how to handle it. If not, then there are likely plugins for it.
