Question about TDW's mods

Hey guys, I have a question about some of TDW's mods, specifically the sub flags and sub exhaust mods. You see, the mod has a folder in it as the same location as the 'data' folder. This other folder is labeled 'MODS', and it contains a mod with the exact same name as the mod it's in. Now, when I install the first mod, it doesn't work, but when I install the mod within the mod as well, it does work, which is why I uploaded this. But, does the first mod even have to be activated? Because when I activate the second mod, it seems to overwrite all the files. But if this is the case, why would TDW make the main mod not work, but the second one does work? And why did he put the 'MODS' folder and the second, identical mod in the first mod in the first place? The second one doesn't show up in JSGME because it has an identical name to the first one!

Can I get an answer?

Are you going to tell us then, we have been trying to sus this out for years:O:

My guess would be that the mods within the mods folder are for placing in our mods folder so we can have many mods to choose from:arrgh!:
