By the pace of technology advances, even apparently fool ideas could become reality in no time...

Might be a good idea if the sub wanted to creep along very quiet. I don't know about that specific design though.

I saw a documentary regarding that mode of propulsion, but it geared toward torpedoes. One of the advantage was the capability to turn on a dime at high speed. That would help within the speed of acquisition of a target then strike faster.
