Different, but it appears they do like to smear the victims for their own failings.
I suppose the stories they put out about Charles Menedes after they shot him fit the bill too.

I can't imagine why the Met would feel the need to do such a thing but things may become clearer if Mr Francis produces some credible evidence to back up his claims.

Only time will tell.

Yes it did and hopefully it is not as widespread now.

Slight problem with that.
The bugging of Duwayne Brooks was re-authorised 2 years after the official inquiry found that the police had been setting him up under a string a trumped up charges as part of their harassment program.
If their response to the very damning inquiry is to carry on exactly as they had been doing it does suggest that nothing at all changed in the Met.
