Why this difference between SC & DW?
 

I knew that torpedos in SC when set to run below their maximum speed, they still accelerate to their maximum speed when they enable.

However, in DW, they never accelerate. Why is that?

In SC if you are referring to torpedoes set to passive mode launched at say 35 knots to enable them to hear potential targets, accelerating to 55 knots when they acquire a target, I think that was an SCX modification. Whether a similar mod change exists for DW I couldn't say.
