CFS3 PTO Rising Sun Installation. HELP!

I have the v 1.0 version from simouthouse.

Near impossible to install. Im running windows 7. I need help. Ive been trying for hours to install it. Ive followed the readme's but the file i need to edit is read-only and cant be modified.

Help would be very much appreciated. This is hard. :doh:
