Sinkin' enemy shippin' in neutral waters or ports

Is it frowned upon in game and if so what are the consequences :06:

I know historically this was a very very bad idea. You ran the risk of having that neutral country joining the war for the other side. Hence the Germans ability to keep supply ships in friendly neutral ports, ie Spain. They were officially interred there, disarmed and barred from leaving. But of course, the locals would turn a blind eye to the occasional refueling of subs there.

In game though, I don't think it has much affect as to where you sink an enemy ship. If it explodes and hits some locals, you may get pinged for the collateral damage, and have the neutral country attack you for the next 24 hours.

Personally, I would attack any enemy ship in a port that does not have german interests in it.
