Is there a way to mod the rank you start with at the beginning of a campaign? like modify the game so you start out as Kapitanleutnant(like how SH4 starts you off as Lieutenant Commander) rather than Lieutenant z.S.?

Simply navigate to 'SH3\data\Menu\en_menu.txt', (or de_menu.txt if you play in German), and scroll down to the following section:

170=Leutnant z. S.; Oberleutnant z. S.
171=Oberleutnant z. S.; Kapitänleutnant
172=Kapitänleutnant; Korvettenkapitän
173=Korvettenkapitän; Fregattenkapitän

Then change these entries to:

170=Oberleutnant z. S.
171=Kapitänleutnant
172=Korvettenkapitän
173=Fregattenkapitän

This allows you to start your career as an Oberleutnant, (instead of the old Leutnant z. S.). Enjoy and have fun! :sunny:
