I don't get the thing with concealed weapon license.
If you are allowed weapon who cares how you carry it.
Its certainly much better to carry it concealed in public places.

All i can say is, there's enough people packing heat in their cars in california, to make flipping people off, generally, a bad idea. State has a history of pistol packing road rage. Although on a couple occasions, that hasn't stopped me from flipping the bird.

It's the same here in Utah. Vermont is the best, though. There is no permit, and no law. You just do it.

Are CCW permits in California issued by the county only? If you get a CCW in one county can you legally carry in another county in California?

I was not aware of any county differences, but assumed that it was a state issue.
