All weather guns question

Hi, I modified the submarine cfg files to enable gunnery in bad conditions, with this line
StormConditions=99,1;max wind speed [m/s], max rain intensity [0,1]

However the watch crew no longer wear their storm gear, like the rainproof coats, hoods, etc. Is there any way I can make it so they do?

No. The two are tied together in the game's coding.

Sadly no, the rain gear is hardcoded to the bad weather condition being met prior to its appearance.
