Soviet Naval Flag Question
 

What is this (circled) and does anyone have a better picture of one?

My guess is maybe it is something like a battle streamer and has some sort of slogan on it.

it is used to designate that the vessel has the commander of some form of formation abroad.

My Jane's Fighting Ships of World War 2 show the Red Banner Fleet as using a narrow commissioning or commander's flag consisting of the Soviet naval ensign at the mast end with a long, red, swallow-tailed pendant. Several of the photos show ships and submarines flying these (or similar pendants, the pictures are not clear) on the main mast or streaming from the vertical HF antenna.

They seem most evident on small vessels, maybe Captain's of the 2nd or 3rd Rank size.

Does this seem plausable?

Edit: This site shows it as a senior officer broad pennent but it appears too short and Jane's lists these as a seperate entry.

It could be either or I suppose(though your link is the same mine is the base page) but it seems odd for a submarine to be flying any of these perhaps a mistake by the person who made the plans?Who knows as they did not describe what it is:hmmm:.

I'd just make it a 3A CCCP!(for the USSR!) pennant

I found only one photo with the long penannt off a mast searching yesterday for photos of the old L class. Very long and thin with no discernible markings and no help beyond your instruction sheet. They remind me off the ones flown off the old sailing MOW.

It's most likely a commissioning pennant. The links below have some examples. Many navies still use them today. It could also be a command pennant, however those were usually shorter and wider.
