Why there is hostile P3, aint it suppose to be Usa only plane?

P3 Orion is defined as Hostile, if I shoot her down, will I pass the mission?
My point is, Why P3 Orion aint Tu bear?

I don't know what would happen if you shoot it down.
It's not a Bear because a Bear wouldn't last long that close to the coast of Norway. They have F-16s.
