It's obvious this guy needs help, but it's also obvious he's not going to seek help. This is a true tragedy, both for him and his victims.

I thought this a little strange "a court bailiff had said Waters' breath smelled of alcohol".

That wouldn't normally stand up in a court over here because alcohol doesn't emit an odour....'intixicating liquor' is the term normally used in the UK.
