FlaK dates?

I was just wondering, why are FlaK guns delayed? The C/38 was designed in 1938, yet we can't get it until 1943. I would understand one, maybe two years of delay. Dual mounts should also be earlier...

Same thing for the FlaKvierling - designed in 1940. Again, it's available quite a bit after that... 1943.

The M/42 seems reasonable enough.

Sorry if these are unreasonable questions...
