Is it possible to edit the profile file so that you can change the P.O.B of your commander? I tried by editing in Notepad, and it worked until I loaded the game and got a new save, whereupon opening the commander file had changed the location back to the original :06:

Did you try rolling back Commander before making the changes? Or do you have 'Auto-Rollback' enabled? I've never tried to change my birthplace, so I don't know if it works or not.

Also, I scratched my head for a couple of minutes before I finally figured out what you meant by "P.O.B." Please don't do that to my poor old brain again.
