S3D Sound Editor

Is the S3D Sound Editor Win7 64 Bit compatible? BTW, there used to be a download (or link to it) in the mod forum and it's pretty hard to find any info on it now. Has it become obsolete and replaced with something newer? I still have an older version of it somewhere on my old computer, but was hoping to install it on my new computer.
