How to open .raw files?

How to open and modify .raw files? I try RawTherapy and Gimp with UFRaw plug-in. Both programs said they don't support THIS file format. I start thinking they are not ordynary raw files. I'm wish to change a world map, but can't find how.

PhotoShop will open the Raw files.
However, you may need Ref's SH3TerrainExtractor to do what you want.
